Never mind. I figured it out. The directions on how to use IDL (on both the web site and the card) were not very clear. In the future, whenever this error comes up, you should first verify the customer is dialing the 404 area code access number before the dialing the destination number.
I lost three days (10%) of my card's of usable service due to net10's piss poor design and user unfriendiless. Looks like a lot of people here fell into the same trap.
