call restriction 56

I purchased a Net10 Motorolla phone from Walmart with $65 unlimited international call plan and am unable to make calls to Canada. I get the error message "call restriction -56." I purchased the phone four days ago and it was supposed to be able to make calls after two days. Have not been able to make any calls back to my family. What gives? Why is this a common issue but with different error messages? It is critical I have a direct phone line with my family. $100 cost and now 4 days into this 30 day service. Very poor experience to date.
