$10 Global - international calls not working

Hi, I purchased a $10 Global-card a few days ago and the activation went fine, however I'm still not able to make international calls. The message I get is "The service you are attempting to use has been restricted or is unavailable... Message FL 142-65". Can you please help me with that?

I bought Global card but I cannot to make international calls. When I dial 011 but get the message that my destination is not included in this service.
