I bought a $10 Global card and i cannot make calls

i added a 10$ global card yestoday and i received a message on my phone that says i can make international calls. I dialed the access number it gave me which is 404-698-4700. I get a recording saying that i dont have an international card and i cannot make calls.

How do i call internationally?
