DIAL RESTRICTION 54

Hello I have this call restriction 54 problem when trying to call a land line in China. Anyone help?

I just bought this $25 plan and found that each text message costs 2 minutes!

I've been trying to call Germany all morning with no success. I've been on the phone this morning with 2 CS reps neither were of any help. Both asked that I provide them with a phone number to call me back on. Each time they called back it was a disaster. Either they disconnected when I answeered or their voices were so broken up I couldn't understand a single word. It's all so suspicious to me. I'm fed up.
