Phone not active & no MMS

Under my account my phone does not show up as active & I cannot send or receive picture messages. Dan from support in a live chat gave me the APN settings and when that didn't work told me I was out of luck. Spoke with a woman in support on the phone and the best she could offer me was to turn my phone off and back on.
