Port from Verizon to Net10 Stuck

Hello,

This is the second time I have attempted to port my husbands phone from Verizon to Net10 with no luck. I tried it almost 8 months ago and it says it is "Your phone number is in the process of being transferred". However, it never ported and I lost the $40 service card that was put on with that activation attempt.

So, I decided to try another sim kit and transfer his number, but it is doing the same thing. Is it not possible to transfer service from Verizon to Net10? I would really hate to lose another $40 dollars just trying to port the number.
