my iPhone 4 won't activate properly

I have an Verizon Apple iphone 4 that I registered and says it was activated. I am still unable to call the *22890 number to complete activation. Phone keeps searching but does have wifi. I have tried to call the number a bunch of times already and it does not work. I need help
