Unable to call the number to activate from Apple iphone 4

I have an Verizon Apple iphone 4 that I registered and says it was activated. I am still unable to call the *22890 number to complete activation. Phone keeps searching but does have wifi. I have tried to call the number from 3 different towns with no success.
