I just bought a CDMA access code and air time for my iPhone 4S and each time I try to do the over the air activation, it says that is cannot be programmed at this time. What is going on and why can't I activate my phone?

Hi, I had service with net10 and i transferred that number to an iphone4. It states
REMINDER: To complete activation, if you haven’t already, please call *22890 from your phone.
This doesn't work, and I can't activate my phone. Please help. THank you

HI,my iPhone 4 won't activate. I tried activating my phone and when I get to this "To complete activation, if you haven’t already, please call *22890 from your phone."
It doesn't work, and I can't activate my phone.
