Transferring old number

I need help transferring my old number onto my new LG phone. The site says I cannot finish the transaction because there is a pending transaction on my old phone, and to turn that phone on to complete the transaction, which is great and all but that phone is completely ruined and sitting in a storm drain right now so that isn't really an option. When I called I only got the automated menu and it said I couldn't receive tech support (or something along those lines) because the phone has that pending transaction. What can I do?
