no internet connection

I have a very slow internet connection it happened a few days before my airtime ran out but I assumed I was over my data limit but even after buying airtime ($50 unlimited) I still have very slow internet. I have turned my phone off and back on pulled the battery and even bought a new phone thinking there was something wrong with the old one I am to the point that the Metro PCS commercials on tv are starting to sound better and better

I have a Micromax Q338 phone that I bought in Moscow, Russia. With a Tele2 (Russian) sim card, I could do anything with this phone. I even used it as a Wifi hot spot in the wilds of Siberia.

After returning home to the USA, I ordered a Net10 sim card and a $50.00 card for unlimited calling/texting and 5 g of data. The phone works great for talkand text, but I have no data. When I tried to follow the instructions from tracfone, I get to Access Point Names, and get this message "Access Point Name settings are not available for this user". What o I need to do to get data working on this phone?
