My phone also says "service disabled" can receive texts. but cannot send out? help me

Jessica1 you are a life saver! my serial # is 268 xxxxxxxxxxxxxxxxx.

I also have the "service disabled" problem. What do I do? PLEASE HELP ME!?!?
