New Samsung On5 will not connect except WiFi

I recently purchased a Samsung On5 and called Net10 to have my old number changed over. Since then, the phone rarely works. It cannot connect to internet except on wifi. Incoming calls are missed because the phone never rings. Outgoing calls may require 3 or more attempts and then may be dropped randomly. I have another Samsung that works fine in this locale.
