Issues setting up voicemail on iPhone 6S

Hi,

I am not able to activate the voicemail on my iPhone. I can't hold down '1' as in the instructions (doesn't work on the iPhone) and if I call my own number I don't hear an option to set up voicemail.

Any assistance would be appreciated.
